I have heard about this private one on one lending institution where I lend and set the rate to another?

individual without a third party like a bank or something. Its like I go to this website and submit my info where I am willing to lend my money to another person but I set an interest rate. THe rate I set up is higher then I get on bonds, investments and so on, so I actually can get more money instead. For the borrower however, they get a rate lower than what the banks charges.
So basically, I have heard of this but was not able to find the site nor any info about it. Can someone please tell me the name of this program, what is the site URL and how does it actually work,. Just give me any info on this please!
